Olga Bondarik: The Law “On Foreigners” No. 79/2021 (as amended in 2026) provides more than 25 legal grounds for obtaining a residence permit.
In practice, the most popular programs include:

- Digital Nomad residence permits
- Residence permits through business registration and self-employment
- Employment-based residence permits
- Residence permits through marriage to an Albanian citizen
- Family reunification residence permits

- stable pension income for the year, not below the legally established threshold
- ownership of residential property or a notarized long-term lease agreement
